AM signs the concrete agreement

10 June 2026

On 10 June, during the Provada property trade fair, 21 parties signed the letter of intent entitled ‘Sustainable concrete supply chain in residential and non-residential construction and property development’. With this step, they are joining the previously formed core group and are jointly strengthening the demand for low-carbon and circular concrete. In doing so, they are giving a clear boost to the further sustainability of the concrete supply chain. The initiative is being taken within the framework of the Concrete Agreement.

The 21 affiliated developers who signed up at the BPD | Bouwfonds Gebiedsontwikkeling stand are: 3W Real Estate, a.s.r. real assets, Aalberts, AM, AW Groep, BakkersHommen, Blauwhoed, De Nijs, Delta Development Nederland, DHG, Edge, Montea, Prologis, Provast, Stebru, Sustay, Trebbe, Van Wijnen, VanWonen, VORM and Wonen Limburg. They are building on the letter of intent signed in 2024 by a core group comprising Dura Vermeer, Heijmans, BAM, TBI-bouwondernemingen J.P. van Eesteren, ERA Contour, Hazenberg en Koopmans, Synchroon, Achmea Real Estate, BPD Bouwfonds Gebiedsontwikkeling and Rijksvastgoedbedrijf. By involving even more parties, ranging from project developers, (industrial/logistics) property developers and construction companies, the move towards a sustainable concrete supply chain is being broadened and deepened. Together, the parties involved represent a dominant share of the market. With this acceleration, around 70 per cent of concrete use within residential and non-residential construction and property development will become low-carbon. The ambition is for this movement to grow further in the coming period and for even more clients to join.

This initiative has been coordinated with fifteen property asset managers and housing associations that have committed to a CO₂ reduction pathway. Together, these fifteen parties account for more than €60 billion in invested capital and tens of thousands of new rental homes planned for the coming years.

Dorien Staal, member of the Concrete Agreement Steering Group and leader of the previously formed core group: “With this step, clients are demonstrating that low-carbon concrete is no longer a choice, but a natural part of their tender specifications. That is exactly what is needed to scale up low-carbon and circular concrete.”

From ambition to a concrete call for proposals

With this declaration of intent, the signatories pledge to actively promote sustainable concrete solutions in their projects. In practical terms, this means that from 2026 onwards, they will put out to tender 10 to 20 per cent of their contracts based on ambitious, leading-edge targets for CO₂ reduction, and the remainder in accordance with progressively stricter ceiling values as set out in the Concrete Agreement. In addition, they commit to uniform monitoring of the realised environmental impact and to sharing knowledge and experiences within the sector.

concrete solutions in their projects. In practical terms, this means that from 2026 onwards, they will put out to tender ten to twenty per cent of their contracts based on ambitious frontrunner targets for CO₂ reduction, and the remainder in accordance with progressively stricter ceiling values as set out in the Concrete Agreement. Furthermore, they are committed to uniform monitoring of the actual environmental impact and to sharing knowledge and experiences within the sector.

Widespread support for acceleration

Peter Hutten, CEO of Van Wijnen Group: "Sustainable innovations must be scalable. Only then will they be future-proof and keep housing affordable. We are committed to green concrete and therefore endorse the Concrete Agreement. By sharing knowledge and collaborating more closely, we can reduce the CO₂ emissions of concrete even faster. In this way, we at Van Wijnen contribute to affordable housing and, at the same time, to a cleaner and more circular concrete supply chain."

Boris van der Gijp, co-chair and Director of Investments at Achmea Real Estate: "Making the construction sector more sustainable requires commitment from all parties. As a client, we do not want to sit back and wait, but actively contribute to the upscaling of low-carbon concrete. By articulating clear ambitions together, we create the certainty needed to make sustainable innovations commonplace more quickly. It is good to see that, following the launch of the core group in 2024, this commitment is now being supported even more widely."

Fahid Minhas, director of NEPROM: ‘Making the built environment more sustainable requires collaboration across the entire chain. This letter of intent demonstrates that clients and builders are jointly taking responsibility for reducing CO₂ emissions. That is precisely the momentum needed to scale up sustainable innovations and establish them as the new market standard.’
