Approximately 2,500 homes will be built in the total area development. Stougjeswijk is a development in which the municipality of Hoeksche Waard is collaborating with four market parties that together form a GEM (Land Development Company). The parties symbolically signed the preliminary agreement with the municipality and the essential agreement with housing association HW Wonen to seal the collaboration and thereby give shape to the necessary acceleration of the housing construction task.
Oud-Beijerland to gain nearly 2,500 homes with Stougjeswijk development
1 October 2025On Wednesday 1 October, the collaborating market parties BPD Bouwfonds Gebiedsontwikkeling, area developer AM, Ballast Nedam Development and Rotij Grondontwikkeling West BV, together with the municipality of Hoeksche Waard, the national government, the province of South Holland and HW Wonen, celebrated the signing of the preliminary agreement for the development of Stougjeswijk. Deputy Director-General Karin van Boetzelaer and Provincial Executive Members Anne Koning and Frederik Zevenbergen visited the future neighbourhood in Oud-Beijerland.
Next step in the collaboration
Patrick Joosen, regional director of BPD South-West, explains what this means: ‘This signing symbolises an important milestone for the market parties. We have worked incredibly hard towards this moment in recent years. Collaboration is therefore a verb here. Now we can complete this phase and, as far as we are concerned, the implementation and realisation can begin.’
AM Project Development Director Gilbert Kokenberg adds: "With Stougjeswijk, we are creating a living environment that is ready for the future: sustainable, affordable and accessible to everyone. Especially at a time when there is a major housing challenge, it is essential that we continue to build places where people can live, thrive and meet each other. This signing is an important step for the growth of the Hoeksche Waard."

We are confident that the commitment and cooperation of all those involved will result in a village-like living environment where future residents will feel at home.’

On the southern edge of Rotterdam, the new neighbourhood will offer peace and relaxation with panoramic views. A neighbourhood for families, first-time buyers, young people and the elderly. With an eye to the future thanks to its sustainable design, which invites you to walk and cycle. 67% of the homes will be affordable, including 30% social housing and 33% private sector homes. There will also be flats. It will be a unique place in the Hoeksche Waard.
