Municipality, Coebax/Lister and AM sign agreement for long-term collaboration in Innovation Quarter Den Bosch

17 November 2025

The Municipality of ‘s-Hertogenbosch, Coebax/Lister and area developer AM are joining forces in a public-private partnership that goes beyond area development. With this agreement, the parties are not only committed to the development of the Innovation Quarter Den Bosch (IKDB), but also to long-term investments in and leasing of real estate. Together, they are building a dynamic ecosystem where innovation, data and technology take centre stage. A place to work, learn, live and meet.

Collaboration officially confirmed

At the end of 2022, Coebax and area developer AM jointly won the selection procedure organised by the municipality, which was looking for strong market partners for this project. Since then, the parties have been working intensively on the conditions for the area development. The joint goal: to create a high-quality and vibrant innovation district where innovative work with data and ICT, knowledge exchange, learning, living and experiencing come together, as part of the Spoorzone in the Brede Binnenstad. By signing the agreement, the parties confirm their commitment and confidence in the collaboration.

Ralph Geers, Alderman for Economic Affairs in 's-Hertogenbosch: "A wonderful and important step. We have every confidence in the collaboration with these parties. Together, we are laying the foundation for an environment where innovation can flourish. By connecting knowledge, talent and entrepreneurship, we are creating new opportunities for the future."

Marcel Janssen, Project Director at AM: “This is a unique project within the Spoorzone and close to the city centre of 's-Hertogenbosch. Not only are the ambitious area development and the IKDB ecosystem unique, but so is the public and private partnership with the municipality of 's-Hertogenbosch, Coebax/Lister and AM. We are convinced that this will make Den Bosch the place to be for innovation in the field of data and technology."

Wim Boers, Coebax/Lister: "The realisation of the innovation quarter offers 's-Hertogenbosch the opportunity to become the Data/AI city of the Netherlands. It is up to all of us to connect education and business and forge powerful networks."

Next step: Development framework to the municipal council

The next milestone will take place on 9 December, when the Development Framework will be presented to the municipal council. This document contains the most important rules for future construction plans: on urban development, visual quality, traffic, sustainability, greenery and more. It also describes the programmatic principles, including the development of the IKDB “ecosystem”: a network in which businesses, government, education and research meet and collaborate on promising innovations. Once adopted, work will begin on the urban development plan, the further expansion of the ecosystem and the elaboration of the first sub-plans.
