AM transforms Reinier van Arkel care park in Vught into open residential landscape

New use for 80 hectares of care estate with over 900 homes

10 December 2025 – Area developer AM has been selected by Reinier van Arkel to transform the historic Voorburg Care Park into “Park Voorburg”. Park Voorburg will be an open residential landscape where well-being is central in every respect. The choice of AM follows a careful award process. The integrated vision on living and care fits seamlessly with the previously presented development vision. In addition, AM, in collaboration with BAM, presented a sustainable approach that builds on the green character of the area, including the use of industrial timber construction. The selection marks an important milestone for one of the most unique area developments in the region. The entire area will be realised in phases over the coming years, with the first transfer of plots planned for the first quarter of 2028.

Existing care remains

On the 80-hectare estate, which has been used for healthcare since 1885, AM is building more than 900 homes in a green park landscape, where the existing care facilities will remain. In addition, social functions and small-scale amenities will be added and the green landscape will be enhanced. Meeting, exercising and relaxing are central to this. Monumental buildings will be restored to their former glory and given functions for living, care and social activities.

An inclusive neighbourhood for all generations

Park Voorburg will be an open and connected neighbourhood, in keeping with the scale and atmosphere of Vught. The programme consists of a broad mix of housing types: approximately 30% social housing, 35% mid-priced owner-occupied and rental properties, and 35% private sector owner-occupied properties. In addition, the plan offers affordable owner-occupied properties with the help of KoopStart and innovative forms of housing for both young people and senior citizens.

AM is implementing several of its housing concepts that contribute to caring neighbourhoods and affordable family homes, so that people from diverse backgrounds can find their place here. The future residents of Park Voorburg are diverse, but consciously choose an inclusive living environment and sharing their outdoor space. Active efforts are being made to create a strong, engaged neighbourhood.

Sustainable and future-proof

The design builds on the nature in the area: the landscape on which the historic care park was once created. The landscape structure will not only be preserved, but also enhanced. AM is committed to climate adaptation, biodiversity and biobased materials such as timber construction. This involves the use of BAM's modular timber construction concept Flow, which is produced in its own factory and is therefore greener, faster and more affordable. Nothing is left to chance: streets and planting are designed for optimal climate comfort.

Smart mobility

The area will be car-free. The ambition is to work with mobility hubs with collective parking facilities and shared mobility options for residents and visitors. This will make the neighbourhood quiet, safe and green, and consciously encourage the choice of sustainable mobility. An open network of walking and cycling routes reinforces this philosophy.

Next step

In 2024, Reinier van Arkel concluded a framework agreement with the municipality of Vught, followed by a shared development vision. This development vision formed the basis for the award process. Now that both parties have signed the agreement, AM will further develop the plans after obtaining the necessary approvals. This will be done in close collaboration with Reinier van Arkel and the municipality of Vught. Residents, local residents and other stakeholders will be involved from the outset in the further planning, programming and development of the area. In the next phase, there will be room for feedback and input to further strengthen the plan and align it with local wishes and values.

Room for inclusion

This is the next step in following in the footsteps of our namesake, Reinier van Arkel. A step that will change the estate, owned by Reinier van Arkel since 1885, in the future. Together with AM and other (care) partners in and outside the park, we are ensuring that the park is accessible to everyone and that everyone can participate. In the coming years, Reinier van Arkel will also be implementing renovation and construction plans for our care locations in order to increase the happiness of our clients and the job satisfaction of our employees. The agreed phasing for AM's plans is in line with this.
