Agreement on 4,580 homes and fast, high-quality public transport connections in Nieuw-Vennep West

On 9 March 2026, the Dutch government, the municipality of Haarlemmermeer, the province of North Holland, the Amsterdam Transport Region, housing association Ymere and developers AM, Roosdom Tijhuis and Verwelius signed the so-called breakthrough agreements. The breakthrough agreements contain concrete agreements on the housing construction programme, the design of the landscape, mobility and the financing of the infrastructure. As the largest landowner in the area, area developer AM plays an important role in the creation of the new neighbourhood.

Green light for development

Secretary-General for Housing and Spatial Planning (VRO) Chris Kuijpers: "With this agreement, all parties are demonstrating that they take the agreements made earlier at the Housing Summit in December 2024 seriously. A package of agreements is now in place for Nieuw-Vennep West. This gives the green light for the development of Nieuw-Vennep West in Haarlemmermeer and a new high-quality public transport connection that will make the area easily accessible. Compliments to everyone who contributed to this breakthrough.

Making agreements enables development

The area has space for 4,580 homes, including 1,374 social housing units and 1,063 mid-priced owner-occupied homes. The new neighbourhood will therefore make an important contribution to reducing the housing shortage in the Amsterdam Metropolitan Area. Construction is expected to start in 2028/2029.
Both public and private parties are jointly contributing to the financing of the new high-quality public transport connection, which will link the area quickly and sustainably to Hoofddorp, Schiphol and the region.

Thanks to the intensive cooperation between all parties, there is now a solid foundation for a new neighbourhood. I am proud of what we have achieved together and look forward to translating this into a neighbourhood where thousands of households will soon be able to live comfortably in the coming years.’

Accessible and healthy neighbourhood, ready for the future

Nieuw-Vennep West is being developed as an accessible, healthy and future-proof residential environment with space for educational, sports, health and retail facilities.

This will include:
• Three primary schools
• A gym and sports hall
• Outdoor sports fields
• A health centre
• A neighbourhood facility including a supermarket and catering establishments

In addition, space has been reserved for a secondary school.
The layout of the neighbourhood encourages walking and cycling, with good connections to the new high-quality public transport stops. By creating facilities close to home and organising mobility in a smart way, car use will be reduced and a living environment will be created that makes exercise and socialising a natural part of life. In the design of the public space, attention has been paid to greenery, climate adaptation and water storage, so that the neighbourhood is prepared for extreme weather conditions and contributes to a healthy living environment for current and future generations.

Alderman Beryl van Straten of Housing: "I am very pleased with the council's agreement and the eight signatures under the agreements. It has been discussed at length, and now we have made agreements that will allow us to work together to further alleviate the housing shortage. Together, we will create an accessible, liveable and green neighbourhood. There will be more affordable homes than we agreed in our own policy. This has only been possible thanks to the fantastic efforts of everyone involved: the national government, the province, the Amsterdam Transport Region and the market parties. Together, we have achieved this, and now we are going to get to work on the details with full energy!"
